At RINSTAR, we’ve recently received a number of questions from clients about compliance reporting for the newest categories of obligated parties: Biogas Producers, RNG Producers, and RNG Separators. To help clear up any remaining confusion, we’ve put together a breakdown of the updated reporting requirements specific to each party type. To recap the basics, all obligated parties are required to submit both quarterly and annual reports, following a consistent schedule each year unless otherwise told by the EPA. Quarterly reports are due as follows:

At a minimum, each obligated party must submit two quarterly reports: the RFS0107 – Quarterly Report, which tracks the generation, transfer, and retirement of RINs, and the Copy of Record, which confirms the data has been reviewed and approved by the Responsible Corporate Officer (RCO) .

Annually, obligated parties must also submit the RFS0304 – Annual Compliance Report, detailing the renewable fuel volumes used to meet RVOs—including a breakdown of RINs generated, retired, separated, and carried over—and the Attest Engagement Report, completed by an independent Certified Public Accountant (CPA) to verify the accuracy of the submitted data. Annual reports are typically due by either March 31 or June 1, depending on the report type.

Biogas Producers, RNG Producers, and RNG Separators are the three newest additions to the list of obligated parties and come with unique reporting requirements. Staying compliant is especially important in the RNG space, where reporting has the newly added credit type called a Biogas Token. Below is a table outlining the reporting requirements specific to each party type. Please note that some reports are only required in certain situations.
