How to Create a CDX Account for EPA Reporting

If you’re planning to participate in an EPA reporting program, such as the Renewable Fuel Standard (RFS), your first step is registering through the Central Data Exchange (CDX). To protect your information, the EPA now requires all CDX accounts to be linked to a secure Login.gov credential.

Don’t worry, the process is straightforward. This guide will walk you through each step so you can set up your account with confidence. Understanding the Systems: CDX and Login.gov

Before diving in, let’s get familiar with the two systems you’ll be working with:

  • Central Data Exchange (CDX)The EPA’s primary online portal where you’ll manage roles and submit environmental data electronically.
  • Login.gov A secure sign-in service used across many federal agencies. It protects your identity and allows you to access multiple government websites with just one login.

Here’s how it works: you’ll start your registration on the CDX website, be redirected briefly to Login.gov to create your secure login, and then return to CDX to finish your profile.

Step-by-Step Registration Process

1. Begin Registration on the CDX Website

  • Go to https://cdx.epa.gov/.
  • Click “Register with CDX.”
  • Review the EPA Terms and Conditions. Check the box to confirm and then click “Proceed.”

2. Select Your Program and Role

  • In the search box, enter the program name or acronym you need.
  • For RFS participants, you will need to sign up for OTAQReg and then OTAQReg EMTS. After completing steps 2–5 for OTAQReg, return and follow the steps for OTAQReg EMTS.
    • Search for “OTAQReg” (OTAQ Registration for Fuels Programs).
      • Select your role:
        • Fuels Program eReporting
        • Registration (for first time users)
          • Click “Request Role Access.”
    • Search for “OTAQReg EMTS” (OTAQ Registration for Fuels Programs Compliance Reporting Interface).
      • Select your role:
        • Submitter
          • Click “Request Role Access.”

3. Create Your CDX User ID and Email

  • Choose a User ID (minimum 8 characters, no spaces). This cannot be changed later.
  • Enter your email address (use one you will keep long-term).
  • Click “Continue Registration” → then “Proceed to login.gov.”

4. Create and Secure Your Login.gov Account

  • On the Login.gov page, click “Create an account.”
  • Enter the same email you used in CDX.
  • Confirm your email via the verification link sent to your inbox.
  • Create a strong password (at least 12 characters).

Set up Multi-Factor Authentication (MFA):

You must set up at least one method, but it’s best to have two.

  • More secure options: Security key, face/Touch ID, or an authenticator app.
  • Other options: SMS text, phone call, or backup codes.

Follow the instructions to complete MFA setup.

5. Finalize Your CDX Profile

  • After MFA, allow Login.gov to connect to CDX by clicking “Agree and Continue.”
  • Back in CDX, complete your profile:
    • Enter personal details (name, title).
    • Set your security questions (case-sensitive).
    • Add your organization (search for it or request to add a new one).
  • Click “Submit Request for Access.”

Finally, check your email for an activation link from helpdesk@epacdx.net. Click the link (or use the provided code) to finish registration.
