As RFS compliance continues to evolve, 2025 provided helpful insight into how market participants are generating, trading, and managing RINs. Beyond high-level EPA totals, platform-level data offers a clearer picture of how compliance is handled day to day.
We took a closer look at RINSTAR’s 2025 activity to capture a real-world snapshot of RIN movement across fuel categories and compare those trends with overall market activity.
RINSTAR RIN Activity in 2025
| RIN Category | Total RIN Amount |
|---|---|
| D6 Purchased / Sold | 1,250,058,976 |
| D4 Purchased / Sold | 897,708,207 |
| D5 Purchased / Sold | 129,687,459 |
| D3 Purchased / Sold | 6,814,683 |
| Member to Member RIN Traded | 115,832,873 |
| Total RINs Generated | 254,806,369 |
In 2025, RINSTAR users generated a total of 254,806,369 RINs directly within the platform, reflecting strong production activity across the RFS market. In addition to generation, 115,832,873 RINs were transferred member to member. Trading activity varied by RIN type, with D6 conventional ethanol RINs continuing to dominate platform activity at 1,250,058,976 RINs purchased and sold, followed by 897,708,207 D4 biomass-based diesel RINs and 129,687,459 D5 advanced biofuel RINs. While smaller in overall volume, 6,814,683 D3 cellulosic RINs were also traded through RINSTAR in 2025.
National RIN Activity in 2025
| RIN Category | Total RIN Amount |
|---|---|
| D3 | 1,183,586,828 |
| D4 | 7,128,146,020 |
| D5 | 278,185,173 |
| D6 | 14,658,078,837 |
| D7 | 236,790 |
| Total RIN Generation / Importation | 23,248,233,648 |
All amounts have been provided by the EPA on their Public Data for the RFS page.
The EPA’s data shows that total RIN generation under the Renewable Fuel Standard remained substantial in 2025, totaling out to be around 22.89 billion RINs generated. D3 cellulosic biofuel RIN generation reached 1.18 billion RINs, a 16% increase compared to 2024, which can be assumed to be driven largely by renewable natural gas (RNG) production. D4 biomass-based diesel RIN generation totaled 7.13 billion RINs in 2025, a 22% decline year over year, reflecting shifts in renewable diesel, biodiesel, and renewable jet fuel production. D5 advanced biofuel RIN generation reached 278.19 million RINs, up 14% from 2024, supported by naphtha, renewable diesel, ethanol, and other advanced fuel pathways. D6 renewable fuel RINs remained the largest category, with 14.66 billion RINs generated for the year, though volumes declined 2% compared to the prior year. D7 cellulosic diesel RIN generation totaled 236,790 RINs, all of which were generated for cellulosic heating oil by importers, marking a 16% decrease from 2024.
Taken together, RINSTAR’s 2025 RIN activity closely mirrors broader national RIN trends reported by the EPA. Strong trading volumes across D6, D4, and D5 RIN categories with D3 RIN trading slowly growing. As overall RIN generation patterns shift and regulatory expectations continue to evolve, the data reinforces the value of accurate tracking, thorough documentation, and real-time visibility.
